The Federal Advisory Committee on Juvenile Justice (FACJJ) has published its 2008 Annual Report to the President and Congress. The report addresses significant issues facing our nation's juvenile justice system. A team of independent experts reviewing programming at the eight Department of Juvenile Justice (DJJ) Facilities at the request of DJJ director Kurt Friedenauer reported that Illinois has made some progress in meeting the behavioral health needs of youth committed to the state, but the experts also found serious deficiencies (in mental health, trauma, and substance abuse programming) and recommended ways to improve programming in the state’s eight institutions. The report provides detailed assessments of the state's current capacity to serve the behavioral health needs of committed youth and makes recommendations based on the assessment team’s findings.
